In the terms of the last 45 U.S. presidents, some of the craziest executive orders have been signed, sometimes to circumvent Congress and sometimes during national emergencies.

From the beginning of the nation’s history, the men in charge have occasionally veered from the norm and written orders that shocked and dismayed even their strongest supporters. And for some orders, the Supreme Court had to get involved. In hindsight, some of these orders are blots on otherwise much-loved presidents’ histories.

These are the weirdest and most divisive presidential executive orders, proclamations, and pardons.
